For errors in the cadastral assessment, officials will be personally liable
The Federation Council approved the corresponding developed bill at a meeting of the last session. A new document was prepared for the correct determination of the cadastral value of real estate, giving the procedure objectivity and publicity, as well as in order to reduce the risk of abuse by employees of their position. If errors are identified in this process, the guilty official will incur personal responsibility - he may be removed from office for systematic negligence.
Any amendments in favor of the property owner
The following principle will also work - any amendments in favor of the property owner. That is, if during the correction it was necessary to reduce the cost, then the new one is used retrospectively instead of the disputed one. And in the case of an increase - application only from next year. The completed application for correction is submitted to the MFC. Moreover, the recalculation will be done not only for the featured object, but also for all objects of this real estate group.
Now the head of a budgetary institution can be fired, and all necessary corrections will be interpreted in favor of the owner.
The Russians are also offered a new, revised procedure for revising the results of the state cadastral assessment provided by the institution. For example, if the real estate market has undergone significant changes. In this case, the real estate market index will be calculated - for this, the market and cadastral values are compared. It is noted that with a sharp drop of more than 30%, it will apply to all the results of the cadastral assessment. The amount will be reduced by multiplying by the value of the index.
Moscow refuses cadastral valuation in 2020
Due to the situation with a new type of coronavirus infection, the city authorities decided not to launch a cadastral valuation of real estate (both commercial and residential). The cadastral value of two years ago will be used to calculate the tax. Sergei Sobyanin clarified that this decision was made due to the fact that the consequences of the impact of the pandemic on the real estate market are still unknown. The mayor also noted the financial problems of citizens, who will not be helped by the increased taxes.
According to analysts' forecasts, the cadastral value-2020 was to rise by an average of 3%. In a number of districts and for specific types of real estate, as the officials emphasize, even more.
