Officials canceled 3,000 building codes: 30% of GOSTs and SNiPs became recommendatory
The Russian government is reducing administrative barriers to construction. Out of 10,000 requirements in the field of GOSTs and SNiPs, 3,000 (30%) became recommendatory, and the remaining 7,000 were brought in line with modern standards. In total, 90% of the provisions have been revised. Deputy Prime Minister Marat Khusnullin announced this at a meeting with Vladimir Putin. The federal law "Technical regulations on the safety of buildings and structures" has already entered into force. Officials are planning the second stage of the "cleanup" - the processing of several thousand more norms in Russian construction.
Why is it needed
The authorities emphasize that many restrictions and rules slow down the construction. Houses are being built slowly, there are constant problems with obtaining permits, as well as due to inspections. Dmitry Volkov, Deputy Minister of Construction and Housing and Utilities of the Russian Federation, noted that the document flow has become more open and transparent. There were requirements that simply hindered the introduction of new technologies.
For example, when in May of this year there was an urgent need to quickly build centers for patients with a new coronavirus infection, it turned out that due to a number of norms, this is very difficult to do. Vladimir Putin was outraged by the huge number of “SNiPs-wheezing” and “quasi-participants in the process”, and called for “cleaning up” and putting things in order.
Will homes become less secure?
Building codes have been developed for the safety and security of buildings. And the abolition of such a number of them may worry citizens, whose housing will be built under the new laws. However, Khusnullin assured that only the outdated provisions ceased to be mandatory and acquired the status of advisory ones. Simplification of norms in construction, as the politician stressed, will not reduce the quality of structures. Those provisions that relate to the safety of houses (for example, "Loads and Impact", "Construction in seismic areas") remained mandatory - these are 78 documents.
Were excluded unnecessary, duplicate items, as well as those that lead to collisions with similar documents in other bodies. After all, the requirements in construction are established not only by the Ministry of Construction, but also by Rostekhnadzor, Rospotrebnadzor - only 7 federal authorities. This, according to Volkov, is not found anywhere in the world. And this creates fertile ground for bureaucracy, excessive requirements and delays in the commissioning of objects.
Dmitry Volkov said that new security requirements were also added. For example, safety locks should be installed on the windows, as there are many cases of children falling from a height.
However, experts believe that companies that are engaged in the construction of cottages, apartment buildings and other structures will benefit from the relaxation and the quality of construction will decrease. They fear that there will be loopholes for unscrupulous builders.
Reducing construction costs
Officials are convinced that cutting building codes will reduce the cost of housing. Representatives of the All-Russian Center for National Construction Policy clarified that the revision of norms in construction will not only reduce the time of work by 20%, but also reduce the cost by 15%.
