Benefits of the "Far Eastern hectare": when building a house, the land immediately becomes property
Previously, it was possible to register ownership of the "Far Eastern hectare" after 5 years (or to issue a long-term lease). Starting this fall, citizens can speed up the process. Condition: the program participant must build a house of at least 24 m2 on the allocated land plot.
Why is it done
The program has been running since June 2016. Over the past years, land plots in the Far East have been provided to more than 85.5 thousand people. There are already citizens who have registered the ownership of the land received under the program. According to Sergei Khovrat, general director of ARCHK, the new opportunity will be a good incentive for other recipients of "hectares" - to build a residential building and become a legal owner.
The government is considering a similar bill on the Arctic hectare. It is planned to provide land plots in the Arctic to those who wish on conditions similar to the Far Eastern Hectare program. That is, if a person builds a house on the allocated land, then this will already be his property.
And if there is no money to build a house?
The Federation Council Committee on Agrarian and Food Policy and Environmental Management is developing a new bill, which has already been adopted in the first reading in the State Duma. The document should help in obtaining a mortgage.
Land plots in the Far Eastern Federal District (which are issued to applicants free of charge for a period of 5 years) under the new law, it is already possible to take ownership of them - if they have a built by the recipient house. But if a person only plans to build a house and wants to take out a mortgage for this? The bank will not consider a land plot that is not owned as collateral.
Officials propose to provide the recipients of "hectares" with land in ownership in advance - on the basis of a credit an agreement with a bank (preferential mortgage 2%), which indicates that a loan was taken for the construction of individual housing on this plot. And as soon as property rights are registered, the site will be transferred to the bank as collateral.
You can choose another "hectare"
They want to offer land recipients in the Far East the opportunity to exchange land. The reason for this may be the lack of infrastructure, unfavorable climatic or natural conditions, crossing the borders of zones with special conditions for the use of the territory, etc.
And it will also be possible to choose as the type of permitted use of the land plot of individual housing construction (and even in the absence of approved rules for land use and development). The bill is under discussion.
