Artificial intelligence will look for self-construction: Rosreestr is developing a "digital assistant"

According to Elena Martynova, deputy head of the department, more than one and a half billion requests are received through the Interdepartmental Electronic Interaction System in Rosreestr. Among federal executive authorities (as of October), the service was in fourth place in terms of the number and volume of requests. A new project will be launched to optimize the circulation systems and processing of such a flow of applications.

This is the creation of a single information resource on real estate and land and cooperation with 11 authorities for the exchange of data. For example, interaction will allow providing consultations based on the archives of several departments at once, as well as offering complex services related to transactions with real estate objects.

What the digital assistant will do

But a special place in the innovations of Rosreestr should take the digital transformation of the service, scheduled for the period from 2021 to 2023. A number of upcoming projects also include the use of AI - artificial intelligence. The “Digital Assistant” system will be involved in the registration of rights and will unite everyone involved in the transaction on the digital field.

AI will help in checking documents, the quality of scanning and the format of their filling (whether the sections are completed correctly). Experts believe that in the coming years, it will not be necessary to manually fill in the paperwork required for real estate transactions. Artificial intelligence will do everything. And 5 minutes will be enough to submit an application. But Rosreestr notes that the last word will remain with the person - AI is intended for a "second opinion".

Search for unregistered buildings

The plans of the department and a project to detect unregistered houses and other capital structures - using AI. The artificial intelligence reports will be based on data from satellite images, orthophotomaps, etc.

By the way, recently for the residents of the Moscow region a mobile application "Moscow Region Construction sites" was developed. With its help, you can independently identify unauthorized structures (the function is integrated with AR, augmented reality). To do this, you need to point a camera at the object of illegal construction, and if there is no data about the construction in the system, the service will prompt the person to leave a complaint on the Dobrodel portal.

Electronic services are the future

The Rosreestr believes that the share of electronic services will continue to grow (this year alone - by one and a half times). Already more than 95% of extracts from the USRN are in digital form. About 35% of services for accounting and registration activities are performed remotely. Even the share of electronic registration of mortgages has grown from 9% to 40%.

In the coming months, the department plans to complete the reengineering of its website. The new system will open up opportunities for increasing the number of electronic services of Rosreestr and provide services at a higher level.
