There is no money, but you need to hold on: the authorities continue to look for funds for gasification
The politicians will discuss the reasons holding back the pace of the process and consider options for interaction with Gazprom. The meeting, according to Nikolai Shulginov, Minister of Energy of the Russian Federation, will be held today. The discussion will take place at a meeting of the Council for Gasification of the RF Subjects. The participants will propose a new concept for gasification of regions.
Shulginov noted that the main task is still to form a source of funding to increase the required volumes of gasification. The official explained that the Ministry of Energy was considering different options. In the coming days, the proposals will be discussed at the site of the Government of the country. Dmitry Medvedev, Deputy Chairman of the Security Council of the Russian Federation, assured that he had spoken with the head of Gazprom, Alexei Miller. The politician hopes that the signing of documents on this issue will be completed by the end of this year.
"A lot of work"
As of today, the level of gasification in Russia has reached 69.1% (according to other sources - just over 70%). For example, in Azerbaijan and Turkmenistan, countries rich in gas, this figure exceeds 90%. The potential level in our state, according to the head of the Ministry of Energy, is 82.9% (by 2024). In general, Shulginov considers the results of the development of the gas region to be quite good, since 2/3 of Russia is already connected to gas. Medvedev stressed that there is still "a lot of work" - especially in rural areas, where houses are heated mainly with wood.
"Single window"
Back in the summer, there were proposals from the authorities to create a single gas operator, which would be responsible for the free delivery of gas directly to consumers' sites. This is an opportunity for citizens to receive all services related to connecting to gas through the "single window" of the MFC. And more control over investments will be possible, the speed of the process will be increased. However, there are no concrete actions yet. Perhaps the necessary decisions will be made at today's meeting.
According to Valery Semikashev, head. the forecasting laboratory of the fuel and energy complex of the Institute for Economic Forecasting of the Russian Academy of Sciences (INP RAS), the demand for gas is very high. We are talking about 5.5 million households, which is 14.3 million people. He believes that gasification of regions at such a pace may take decades - and it is better to create a separate national project, which would be supported by funds from the National Welfare Fund.
National Treasure for Export?
Gazprom partly explains the insufficient pace of gasification by the poor-quality work of the regional authorities, which did not provide the conditions necessary for the construction of intra-settlement gas networks. The corporation also notes large debts of the population and housing and communal services.
But there is an opinion that much more powerful investments were made in export projects - Nord Stream, Turkish Stream, Power of Siberia, Nord Stream-2. The gas monopoly probably spent several times more money on them than on the regional gasification program. Maybe there are no reserves? The annual investment program of Gazprom for the past year exceeded 1.8 trillion rubles. Investments in the infrastructure needed to deliver fuel to Russian consumers account for about 2% of the total annual investment.
Money is not a pity for the Moscow region
In November, the Governor of the Moscow Region, Andrey Vorobyov, and Alexei Miller (Gazprom) signed a program for the development of gas supply and gasification of the region for 5 years. The corporation's investments amounted to over 13 billion rubles. Investments increased 11 times - compared to the period 2005–2020. Inter-settlement gas pipelines will be built to provide fuel to 159 settlements. Gazprom plans to invest 6 billion rubles in gasification of the Tyumen Region (2021–2025).
Krasnoyarsk suffers from coal
On Monday, November 23, a meeting of the Council on Gasification of the Subjects of the Russian Federation under the Federation Council was held. The need for gasification of the Krasnoyarsk Territory was discussed. In Krasnoyarsk, the heating season lasts 8-9 months, the gasification level here does not exceed 15%. The rest is coal. Because of this, the ecological situation in the region is deteriorating every year. The issue of gasification is especially acute here.
The meeting participants suggested making the Krasnoyarsk Territory a pilot region for gasification of territories. In response, the authorities promise to complete the work on updating the general scheme of gas supply and gasification of the region at the beginning of next year, together with Gazprom promgaz. The terms are announced - 2025-2027.
Rospotrebnadzor also supported the special attention to gas supply to the houses of the residents of this region. Doctors note here an annual increase in cases of diseases of the respiratory system and malignant tumors.
